A ‘formal impeachment inquiry’ is a historical, constitutional, and legal nullity.
The actual process is, House votes by majority rule to command the House Judiciary committee to commence an impeachment investigation and draw up a bill of impeachment. Think that vote is like a judge issuing a search warrant on showing of ‘probable cause’.
That gives House Judiciary subpoena power in the matter, which other wise they do not have as. Federal judge just rules in re Mueller grand jury testimony. If House Judiciary draws up and approves such a bill after investigation, then it is submitted to the House for a majority vote. If yes, that is the equivalent of a grand jury indictment.
Goes to Senate for the equivalent of a jury trial under supervision of SCOTUS Chief Justice as judge. Then takes a 2/3 Senate vote to convict. Impeach does NOT equal convict.

No knowledge of any the details, and way too weary of hearing about Trump's latest to sort out what's now publicly available. Still, whatever is going on sure has sparked an awful lot of threads on this forum. I count five within the first 10 or so trending threads. And resulted in quite a rousing defense. He's been lying about Trump for 3 years now. Schiff reputation and believe ability is zilch.
He has seen no report, no evidence.
Even if you’re partisan enough to believe Schiff would lie about something so significant, why would he lie to his caucus in private about this? The truth will come out and he will have alienated his allies. On the other hand, how would he know at this juncture unless the whistleblower’s attorney told him?
Just saw it reported that Schiff told the Dem caucus Trump asked Ukraine to manufacture dirt on Biden.
Trump's take on the President's role within the US government does stray from the norm at times. Two years in, he still has the ability to surprise. That he might have done that ^^^ would be a bit much even for Trump.
