She is a smart woman and has been in the loop in DC now for a year. She would rise to the occasion. Furthermore, the government is largely run by professionals. Presidents can set policy but the bureaucracy that persists from administration to administration provides institutional memory and competence. As for Clinton, don't be ridiculous. Clinton is not going to be anybody's VP. Her days are over.
