What the senator is proposing, based on my interpretation of the linked article, is to allow congress to have oversight and the ability to make decisions regarding appropriations, as they do with other programs.
I think the naming of most bills is to try and gain support due to the name, then you put in other items that can not be passed on their own and criticize those that don't support both the good and bad items.
Controlling medicare costs has been discussed for years in both Dem and Rep administrations. Wonder why they could not pass in the past?
I think we can get better discussions if we state a position without mentioning political parties. The position should include the main points of the bill and the non related items in the bill.

Destroy is exactly what his idea would do. You have a program you contribute to all your working life -- for 40 or 50 years-- and Johnson wants Congress to have to approve the program every year? So here we go... in 15 years from now, Congress decides not to do the annual approval. What happens to all the money you contributed?

One senator was discussing the difference between mandatory and discretionary spending. Since this difference was the basis for the blow-up of the PACT bill, this is a relevant discussion to have. No where is there a discussion to gut Social Security. On the contrary, the senator's point was "that without fiscal discipline and oversight typically found with discretionary spending, Congress has allowed the guaranteed benefits for programs like Social Security and Medicare to be threatened." But that thought, fiscal responsibility, doesn't fit the agenda and isn't click bait.
