I think Gary Yang did exactly what he planned to do.
He's the battery manufacturer version of software companies that cry about the lack of software devs and then require outrageous levels of experience and education from American devs, complain they can't find anyone to work for $70k/year, and then fall back to using H-1B bodyshops, which was their plan all along. In Yang's case, the H-1B workers were a battery manufacturer in China.
We really need to look at the requirements for access to publicly-owned IP, especially if the licensee is from China, naturalized US citizen or not.
The Chinese are doing exactly what Japan did right before WWII. They had agents all over the US and UK, stealing, or simply asking, for access to military technology and they had no problem getting it.
The Brits hid the actions of Frederick Rutland until November 2000. It was that sensitive. If what Rutland did came out after the attack on Pearl Harbor, the alliance between the US and UK would have been majorly strained.
For those who don't know, Rutland helped the Japanese develop the naval capability to bomb Pearl Harbor. The Brits knew about it, but let him continue his work for fear of embarrassing the royal family. I have to wonder how many American lives would have been saved if the Brits arrested the guy early-on.
