If throughout history people waited to have children until they could afford it our species would have disappeared.

And everything I have read indicates a major population decrease is in the works and young families need to have more children.

OK, then, let's assume (falsely) that man did nothing to bring about these high temps, severe weather, and more importantly severe droughts. Man's kids are still going to have to deal with water rationing. And the more kids that man has, the less water for each of them.
