But that isn't what is happening. First, selling oil out of the SPR has little effect on the overall availability: it adds a drinking straw to a firehose.
Second, they never thought forward far enough to think of refilling: extremely near sighted.

Seriously, that's the only tool a president has to try and balance a free market. Haven't you ever had to go into your savings account to pay bills? We've all done that. That's what reserves are for. It's been done before.

The sales enacted by congress will NOT be refilled. The goal of the congressional sales is to reduce the volume of the SPR.
