When I lived in Tucson I know quite a few Mexican nationals that came up to shop and they would lament how the peso had fallen. Makes buying things in the US more expensive for them.
If this is what it appears it seems really foolish of these cartel leaders doing this kind of event that leaves them exposed to getting killed by a rival cartel. The CJNG is pushing out the gulf cartel in Matamoros. Very brutal group. Like you said maybe in the old rules they don't do this sort of thing.

When the elder ran Sinaloa it often used simple corruption and blackmail before resorting to murder, but Guzman’s four sons are not as restrained as their father. CJNG skips the niceties and goes directly to killing, the more the better, because it reinforces their badass image and terrorizes the populace while they gain power. Mexico’s president all but ceded to the cartel violence last January when it was obvious the police and even combat military units could no longer control it.
