Whilst legislation can be passed at state level it must surely adhere to the 2nd Amendment and be subject to Supreme Court scrutiny, and there is no way around this or way of bypassing this.

Then why create the office?

99% of gun violence are by felon criminals with pistols in the inner city in gun free zones governed by progressives, yet I only see “high capacity, assault rifles, and universal background checks” in the report.

The inner city criminals shooting each other this weekend will not be doing it with a rifle. You can not hide a rifle in your waste-band or backpack.
