Illegals use stolen SSNs or fake ones. Sometimes those fake numbers belong to a living person who then gets put into a world of hurt.
It's not unusual to find several illegals using the same stolen SSN to get jobs.
Our daughter was living in AZ when Jan Brewer made E-verify use the law in AZ. At the time, our daughter worked in a restaurant. A week before the E-verify law went into effect, one of their dishwashers, whom I'll call "Fernando" quit to go work at another restaurant. Less than a week after Fernando quit, an illegal showed up to apply for a job at the restaurant. He gave a SS card to the manager. Immediately, the manager recognized the card as the same one Fernando was using. Manager then held on to the card and told the illegal "You need to leave right now."
I told our daughter that Fernando most likely wasn't the true owner of that SS card and that his real name wasn't even Fernando.
The IRS won't tell you if someone is using your SSN.
"If someone has used your SSN to file taxes, it’s your responsibility to investigate and report the issue"
Many victims of identity theft have Hispanic surnames. Puerto Ricans, in particular, have a large number of ID theft victims.
You are absolutely wrong in your assessment that the irs won't help if someone is using your ss number.
Last year I got an email from the irs stating there seemed to be a fraudulent tax returned made out in my name for a refund of $22,000.
Someone at irs had apparently been checking previous tax returns associated with my ss number, and a red flag was issued on the account.
The amount of the refund in question was no where near the usual refund I get each year, so they felt something was wrong.
They were able to prove that I did not file the false refund return, notified ss, and ss issued me a pin number that only I have, so that it could not happen again.
Naturally I wondered how my number became available to someone.
The person at ss told me it is common practice for criminals to be able to access personal information on any computer.
I pointed out on Nextdoor that my Congressperson Lois Frankel voted against deporting illegals who were convicted of crimes. She’s a Democrat, of course. People were not happy, and this is a light blue district-she could lose.
If one of these 155 reprobates is your representative, make sure your neighbors know what they’re up to.

"IRS Admits It Encourages Illegals To Steal Social Security Numbers For Taxes"
This article is from about 7 years ago, but for the most part it is probably still happening today.
holy hell! I thought that was going to be an Onion article.
but no:

Commissioner Koskinen was asked to explain this. He suggested that as long as the information is being used only to fraudulently obtain jobs, the IRS was OK with it. In fact, he said that the IRS actually had an interest in helping the illegal immigrants to crook these rules.

Yep. One million people affected at that time, and the IRS just shrugged.
The IRS has discovered more than 1 million Americans whose Social Security numbers were stolen by illegal immigrants, but officials never bothered to tell the taxpayers themselves, the agency’s inspector general said in a withering new report released Tuesday.
Investigators first alerted the IRS to the problem five years ago, but it’s still not fixed, the inspector general said, and a pilot program meant to test a solution was canceled — and fell woefully short anyway.
As a result, most taxpayers don’t learn that their identities have been stolen and their Social Security files may be screwed up.
why?....it was already a crime punishable by deportation
Trump made that the law 2019
”In fact, there's a section of the immigration regulations stating that an application for citizenship can be denied if the person committed ”unlawful acts” that reflect badly upon moral character, or were convicted or imprisoned for such acts, even if they're not separately listed in the immigration law, and even if they're civil, not criminal violations. (See 8 C.F.R. § 316.10(b)(3)(iii).)”
”The term ”unlawful acts” was left largely undefined for years. In 2019, however, the Trump Administration issued a memo stating that while it must be decided on a case-by-case basis, examples of unlawful acts include bail jumping, bank fraud, conspiracy to distribute a controlled substance, failure to file or pay taxes, falsification of records, false claims to U.S. citizenship, forgery, insurance fraud, obstruction of justice, sexual assault, Social Security fraud, unlawful harassment, unlawfully registering to vote or voting, and violating a U.S. embargo.”
