i think most of the unproductive sincerely do want to work and be productive; humans derive a sense of fulfillment in being productive and delivering good value.

however, employer standards have increased massively over the past, say, 50 years. today's employers have left them behind because they are not qualified to meet the needs of employers today. some are employable with proper training and/or socialization, which requires substantial capital investment; some will never be employable.

underemployed liberal arts graduates might be among the easiest to successfully retrain, and employers aren't even interested in that low-hanging fruit.

Just because someone is able bodied, doesn't mean that they are a capable worker. Since they are just given a job, does that mean they can't be fired? If they can be fired, then what do we do with them once they are? Just give them another job? I don't really think you've really thought this through.

What was your degree in? Liberal arts grads don't need to be retrained. And yes employers are very interested in them because they can actually write and do research. Can you do that.

The Federal government spent more than $800 billion on public assistance (means-tested welfare programs and Medicaid) in FY 2015. That's at least 22%.

Where on earth are you getting only 1%?!?

And here's why we're going to have to be increasingly spending more than 22% each year on federally funded means-tested public assistance:

1) Nearly half of all U.S. births are paid for by Medicaid (medical care public assistance program for the poor):
Medicaid Pays For Nearly Half of All Births in the United States | publichealth.gwu.edu

2) Those who receive public assistance have a birth rate 3 times higher than those who don't. Stats and citations, here:
http://www.city-data.com/forum/32045595-post217.html

3) 70% of those who are born into poverty never rise out of poverty.
Only 30% of those born poor ever make it out of poverty

Providing for an exponentially growing welfare-dependent class is unsustainable. That's a mathematical certainty.

Our country has made it too comfortable to sit back and collect those freebie benefits, which are paid for by the taxpayers. And that supposedly "evil" 1% so many of you complain about pay 38.1% of the federal income tax revenue while earning/receiving 21.9% of the income. Going even higher and looking at the top 0.1%... they pay 18.6% of the federal income tax revenue while earning/receiving 11.25% of the income. The middle class (top 25-50%, income of $36,000 to $73,000) pays 10.8% of the federal income tax revenue while earning/receiving 19.6% of the income.
