From Rahm's book.
State first fascist idea.

Can't speak for active duty, but in the Guard, we allow people to enlist without a diploma, but then do everything we can go have them get their GED. We'll send them to GED class full time, with full pay and benefits.

I have been in places where Civil Service was mandatory.

It was seen as a short period of life that everyone had to perform.

Just like in the US, when we have had a draft, not everyone did military service. The DOT gets lots of people to tend bouys and clean the beaches, to patch potholes and pickup trash from the road side. The Forestry Service gets folks to do trail maintenance.

Our own history of using the draft shows this is how we handle COs, likewise other nations do this also.

In today's "What's in it for me?" society, JFKs statement is very humorous...

Volunteer Act passed the house and they took the mandatory part out but it could be slipped back in the senate. Obama said an national security force as well equiped and manned as our military (WHY) to act along with our police force. It's agianst our laws to have our military acting inside our borders, why do we need a national police as well armed as the military? Is he scared of a military coup?
