I have no problem with the first part of the statement, but why did they include the last part? Why not say "....or white female construction workers" or "....or black male construction workers." What makes a white male construction worker worth singling out? Because they are white and male they don't qualify?

No it wasn't. In your comment, you say that you don't want Jewish bankers from New York to receive any amount of help. In Reich's, he states that he doesn't want all the help to go to white construction workers.

But you can play obtuse if you wish.

I suppose simply because they make up the bulk of construction workers.
