Well, the title of HR 645 is pretty clear. So, you can b---- about the website all you want for being tinfoilhatty, but the description of the bill doesn't mince words too much.

Not really far fetched to think Americans wouldn't be put into concentration camps...it's happened before. Historical fact...and hey, anybody can be declared a terrorist now and never be seen or heard from again...

Gee whiz, it's not like they'll put all the people in these camps. Just the ones who don't show up to their assigned civil service project.

Here is the text of the bill: GovTrack: H.R. 645: Text of Legislation, Introduced in House
Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--
(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;
(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;
(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and
(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
