The Supreme Court has already ruled on this. We also fought a war over this. The nullifiers lost.

The Supreme Court has stated time and time again, the only ways to nullify a federel law are:

1. To overturn the law by a vote of the US congress (1/2 in each house) with a presidential approval (or 2/3 vote in each house)
2. For the federal court system to declare it unconstitutional

The southern states are experts at nullification of Federal Laws. Just ask the people who lived under Jim Crow.
