The shock and the horror!!
Does this mean that Dear old 'Dr No' wasn't exploring a peaceful space exploration program, but continuing his plan to use nuclear blackmail on the back of its Taepodong ballistic missile research.
Does this mean politicians lie?

Point is rockets are scientific and when done scientifically, they will succeed. What we see today with North Korea is political manipulation of their scientists for mere empty showcasing, thereby setting them up to fail.

And you can be pretty sure that most North Koreans either know nothing about the launch failure, or had no idea it was going to take place at all.

More than half of them don't even know if they will have their ration of food for the next day. Kim is a ridiculous dictator and a blistering idiot

NK does not face any real threat, noone actually is gonna annex them. Why this money can't be spent on the people is beyond me.
