The process to qualify for Lifeline Service depends on the State you live in. In general, you may qualify if...
1 - You already participate in other State or Federal assistance program such as Federal Public Housing Assistance, Food Stamps and Medicaid.
OR
2 - Your total household income is at or below 135% of the poverty guidelines set by your State and/or the Federal Government.
AND
3 - No one in your household currently receives Lifeline Service through another phone carrier.
4 - You have a valid United States Postal Address. In order for us to ship you your free phone you must live at a residence that can receive mail from the US Post Office. Sorry, but P.O. Boxes cannot be accepted.
In addition to meeting the guidelines above you will also be required to provide proof of your participation in an assistance program, or proof of your income level.
My mother in law has one, they also have milked new car tires, a new car engine, a check for babysitting their grandchildren, a $10,000 gift to "save the home" which they used for a trip to Disneyworld, free tax preparations, of course food stamps while their children get free lunches at school and free dinners at a "boys and girls club" and of course yearly check from their tax returns for more than they earned.

I wonder how much of our tax money is used every year to fund this ridiculous program, as well as the many others that insist on giving people stuff for nothing. If we cut out programs like this, what BETTER things might we be able to do?

Well, we're paying for someones cell phone, and for their digital TV converter box, and for a program to educate them as to whetrher they NEED a digital tv converter box, so sure, what athe hell, let's buy them a tv too. We have nothing better to do with our money these days anyway, right?
They never lack the hundreds they spend weekly to go out to clubs and party though at night clubs, (while family members watch the children and get paid for it)..
