Presidents have routinely brought political pressure to bear when trying to steer legislation through Congress. There's no "turning on his own" going on.

The Executive Branch was designed to be in conflict with Congress, and "keeping score" is just a sports euphemism that underlines the inherent conflict between the two branches.
