Did he think he could reason with them too?

He left it to the discretion of the Naval Commander and the negotiators. Everything was planned out. You do realize that by removing one of the 4 pirates from the ship, it gave the sharpshooters a MUCH higher chance of successfully taking out all of the pirates without hurting the captain? Their main concern was the safety of the captain. One wrong move and he'd be dead. From your own article:

He'd have a better chance with them then with you.
