It is apparent you don't know too much about Welfare and other Government Programs.

First of all, most programs referred to as "Welfare" are funded by the Federal Government. Welfare is a broad term that refers to government assistance to the needy. The individual states administer the programs.

Example - Just go to the CMS website. It's a Federal Agency called the "Center For Medicare and Medicaid Services. Medicaid is one of the many Welfare programs and provides health care benefits to the poor. Yes, Medicaid is a state program and if you lived in FL and were on Medicaid, you'd have a FL Medicaid card. But that doesn't mean the Federal Government doesn't share in the costs.

Another Welfare program is Food Stamps, also run by the states. However, most funding for Food Stamps comes from the Federal Government. HUD programs, which provide housing for the needy, are also paid for by the Federal Government.

Head Start is another program offered to families in low incomes. It is also funded by the Federal Government. It's designed to help children up to age five from families with incomes below or at the poverty level.

I can list more programs, but I think I've made my point.

I'm not sure what you're getting at.

But now that you mention it, the companies would have to deal with 50 different regulatory systems rather than the handful or so that they now deal with. Doesn't sound inviting from a business perspective.

Correction: 100% of funding for Food Stamps comes from the Federal Government.

From the government site:

The federal government pays 100 percent of food stamp program benefits. Federal and State governments share administrative costs (with the federal government contributing nearly 50 percent).

The Federal Govt should be in the military business, The FBI and the CIA. Protect and preserve. Postal service as well. Let's get rid of the IRS and go to Fair tax or flat tax. Limit govt spending. Congress should have term limits and lets cut their pay.
