I believe that every able bodied citizens ought to be required to serve two years in public service. Perhaps after high school or age 18 if they did not graduate from high school. That would be approximately age 18 to 20 for all citizens. No exceptions. This wouldn't have to be military service but military service would count.

Just kidding, but I agree. I can't think of a better way to instill not only sense of civic responsibility. Despite my absolute loathing of the military when I was in it, in retrospect in did teach me many invaluable lessons about responsibility to and for others.
To be noted that the military is not the only, nor necessarily a proficient, agent in teaching such lessons. There are sadly more than enough who have worn a uniform who appear to have learned virtually nothing about responsibility to and for others from that or any other experience. With the draft long gone bye-bye, there are many on the other hand who have never so much as considered a stint in the military who have done quite well when it comes to learning those lessons.
The bill in question of course merely proposes that a commission be set up to study and report on ways to assist and capitalize on volunteerism while examining the plusses and minuses of various ideas associated with a potential requirement for national service. Many countries have some such requirement and don't appear to be coming apart at the seams over it. We have not taken a serious national look at the idea, and while we have a lot of other things going on right now, it would seem hard to oppose the idea of a study-and-report scenario.
I personally like the idea of establishing a national service academy along the lines of the military service academies, but as the curriculum there would presumably not include study of any better and faster ways to kill off varmint foreigners, the idea might not have all that much appeal to the right-wing. I'd still look forward to an exploration of this and other related ideas.

Since everyone who isn't the Library of Congress has to get their information from them, why not skip the potential for spin and bias by eliminating the middleman?

FDIC has come in this new climate to play a more significant role. Bank failures are increasing and are expected to continue to do so thrrough next year. FDIC obviously needs financial backing to operate effectively in this environment. They already hit touchy member banks for a fee increase last month and they may do so again later in the year, but making sure that FDIC has access to the capital it needs in order to function is obviously an important objective.
Mandatory community service has been a requirement for graduation in many high schools for a number of years. I've been retired for 6 years and it was a requirement for at least 4 years before I stopped teaching, so in Miami-Dade mandatory volunteerism - an oxymoron, if there ever was one - has been around for 10+ years.
