CIA officials were proposing to activate a plan to train anti-terrorist assassination teams overseas when
agency managers brought the secret program to the attention of CIA Director Leon Panetta last month,
according to two U.S. officials familiar with the matter.

Too bad they called it off, or it wasn't implemented years ago.

How many have a problem with hit squads looking for UBL?

Isn't that kinda of what are SpOps have been hoping to do?

Seems to me that if we can cut the head of the snake off with some special ops teams that it would be better and cheaper than using the army to try and do the same thing. Whats upsetting is how easily our politicians are leaking these secrets.

Apparently it would be sanctionable under international law and U.S. law if such activities were conducted by the military, it is just patently illegal if pursued by the CIA.

Every nation has its CIA and it is perfectly legal to assasinate the heads of al Queida. Hard par is that al Quieda is not a country so anyone we assasinate is a citizen of a country we are not at war with.

If only those two sentences made any sense...

Every nation does indeed have a major intelligence apparatus.

No is isn't legal to assassinate the leaders of al Qaeda.

The fact that al Qaeda is not a country makes the assassination of their leadership by a foreign civilian agent or agency illegal.

The program was in the planning stages for 8 years and never implemented....it had been canceled and re-activated more than once during those 8 years as well.

Did you pick the quote you used to (as you would say) put a spin on it or did you just not read the entire article you linked to? The program was dormant until this year....it was recommended to Panetta to brief congress since their was thought of now moving towards making program operational. It says he terminated the program because of "concerns about it's feasibility".....which is the same reason it's been canceled in the past as well.

It's not like this program was a run away train started by Cheney and when Panetta found out about it he stepped in and canceled it right away.
