Apparently it would be sanctionable under international law and U.S. law if such activities were conducted by the military, it is just patently illegal if pursued by the CIA.

As reflected in the 1993 debate, most concerns about the School have centered on graduates who have been implicated in--or are alleged to be responsible for-human rights violations in their countries. According to critics, the School has a history and tradition of abusive graduates who violate human rights. Observers point out that School alumni include: 48 out of 69 Salvadoran military members cited in the U.N. Truth Commission's report on El Salvador for involvement in human rights violations (including 19 of 27 military members implicated in the 1989 murder of six Jesuit priests), 2 and more than 100 Colombian military officers alleged to be responsible for human rights violations by a 1992 report issued by several human rights organizations. 3 Press reports have also alleged that school graduates have included several Peruvian military officers linked to the July 1992 killings of nine students and a professor from La Cantuta University, and included several Honduran officers linked to a clandestine military force known as Battalion 316 responsible for disappearances in the early 1980s. 4 Critics of the School maintain that soldiers who are chosen to attend are not properly screened, with the result that some students and instructors have attended the School after being implicated in human rights violations.

Assination is, was, and always has been illegal because the victims are usually the “leaders” of the society and not some “unimportant” peasant. I do not think we need to indulge in hit squads either in the international realm of in our own back yard. After reading the posts on the Maryland SWAT teams’ heinous killing of innocent civilians, I now question the need for these any where in our nation. IMHO Drugs are far less a problem than government sanctioned armed thugs.
What happened to the idea of "Clandestine Operations". I wish the liberal Moderator cut: language! in control of our country would shut the hell up about the CIA and focus on restoring this nation rather than it's total destruction from within.

No is isn't legal to assassinate the leaders of al Qaeda.
The fact that al Qaeda is not a country makes the assassination of their leadership by a foreign civilian agent or agency illegal.

In actuality it's illegal to target heads of state for assassination. Now, if they happen to be killed in the course of an overall attack that's considered ok (targeting Sadaams's residences during 1991 and 2003 for example or Khadafi's residence during the 1980's over something I forget the name of). That prohibition came about after the Church hearings in the 1970s uncovered the attempts to assassinate Castro among others.
Bin Laden is not a head of state so he doesn't fall under these prohibitions.
Just out of curiosity what do you think Scout-Snipers and Recon Rangers do?
I would ahve no objection since they are terrorist .Now if it were another countries leader like JFK tried with Castro that's a different matter. But remmeber who teh target of the bombing in Libya was which kiled nly hois family by Clinton.
