Obviously we would need to amend the constitution. We would need to repeal the 18-year-old voting amendment enacted by partisan Democrats. Bad amendments should be repealed as prohibition was.
Voting is a n important privilege; not a right. That privilege should be earned since the stakes are so high. You only have to go back 8 months for proof of the need for voting law revamping. Look at the destruction going on before our very eyes because of all the imbeciles who are allowed to vote?

This entire thread is about limiting voting access so that one particular voice will dominate. What's funny is that it's the same people wanting to impose only their viewpoint on the entire nation who also refer to themselves as the defenders of democracy. Irony incarnate.

No! Let's face the fact that there are no laws against laziness, illiteracy, insanity, disabilities, to include developmental ones, any given race or ethnicity, religious choice, being a liberal, being a conservative, being unattractive -- there aren't really specific laws against hypocrisy, stinkin' thinkin', lack of consideration, having a mean spirit, being ignorant or any number of other conditions one or more might find unfortunate or unattractive and wish were stamped out.
But these make up the whole of America.
You might be surprised to know that eugenics, forced sterilization of the mentally ill and developmentally disabled or other "inferior " species, were still being practiced in California until 1965, in Virginia until 1967 and in Oregon until 1978. I won't even get into Nazi Germany's practices prior to and until the end of WW II.
Even today a benign form of eugenics is practiced by some sperm banks. Only the sperm and eggs of the brightest, the most successful, the most attractive are retained. Others are destroyed.
Take away their vote. Reduce them to second class citizenship. Take away their freedoms. Sterilize them.
Is that what you really want?
By the way. I think you must have added some clowns by now. Maybe you're up to 80 or 100. But you're still several clowns short of a circus!
