The Corps of Engineers was aware of the possibilities of a disastrous flood, they do know and understand Old Man River, but simply could not get the Republican dominated congress to spend the money to protect the city. Money was better spent on politically connected military suppliers and mercenaries.

Katrina was caused by Clinton not spending the money correctly and the idiot mayor and governor ( both liberals of course ) not doing their jobs and following protocol.

Could the city and state have performed better? Certainly. Nothing looks as good as it should have looked when seen in retrospect. But the colossal failures were all on the part of the feds. They knew what the plan was and what they were responsible for. When Bush issued the state of emergency declaration on Saturday, that was a green light to FEMA for 100% full speed ahead. Nothing happened. Oddly, books were written about how FEMA's performance during the four Florida hurricanes of 2004 had helped Bush carry that key state in the Presidential election just six weeks later. But by 2005, FEMA had forgotten it all. It was as if they simply weren't paying attention...

Their US house representatives brought back hundreds of millions of dollars in pork, for tourist attractions, museums and restaurants, but nothing for building the levees.

Maybe read a little more history. Flood control throughout the Mississippi Valley has been a federal responsibility since 1879. State and local governments get to talk. Action is in the hands of the feds.

CongressWoman Susan Collins asked Huey about whether the Orleans Levee Board was required to inspect its levees.
"Mr. Huey, is it accurate that the first time you became aware of the federal regulation requiring inspections of the levees at least once every 90 days was when our committee staff read that regulation to you?" asked Collins.
"Yes, ma'am," Huey responded.
Collins criticized the Orleans Levee Board, saying it devoted time to managing properties -- including two marinas and an airport -- and managing a license for a floating casino instead of focusing on its core mission.
Huey said the businesses helped him turn the board's $6 million deficit into a $21 million surplus. He was forced to operate the businesses because the state legislature cut the levee district's tax revenues in half, he said.
