It never went to the floor NO FILIBUSTER never out of committee
You really have no clue, do you?

Ordered to be reported with an amendment in the nature of a substitute favorably:
"A bill doesn’t move forward to full consideration by the Senate or House until the committee reports the possibly revised bill to the full body.
...Procedurally speaking, then the committee “orders” the chairman to report the bill to the whole House or Senate for general consideration, with the bill as modified according to the substitute amendment and possibly other amendments to the substitute amendment.
...As for the term favorably, this means that a majority of the members of a committee support the bill being reported."
What Does "Ordered to be reported with an amendment in the nature of a substitute favorably" mean? : GovTrack.us Blog

The bill was ordered to be reported favorably. The R's did not have a supermajority in the Senate to override the Dems' opposition and so could not meet cloture requirements. The bill, therefore, was never called for a vote in the Senate. What about that do you not understand?

Here maybe this will help you understand.

You clearly never watched it that closely. Several people have spent over 100 posts trying to teach you. Little did we know we should have posted a cartoon. Shame on us that should have been obvious 90 posts ago.

Ding Ding

We have a winner!

Raines and Johnson

Both highly connected to OBAMA.

Now tell me that Obama is not doing this on purpose.

He has connections and friends in low places for sure.

Now the next question.

Does anyone know the answer to why Obama became a community organizer?

PLEASE educate yourself as to the use of filibuster, and the cloture requirement.

I normally don't like to cite wikipedia, but in this case, it's accurate and concise:
Filibuster - Wikipedia, the free encyclopedia

Obama supporters will never ever own up to being wrong ALL THE TIME.

They will defend him to the end of time.

They will sell out the rest of us just to protect their buddy Obamie the Commie.

You cannot teach an Obamie supporter anything, I have asked them to please post one major accomplishment of Obama's for months now and get ZERO answers other then he has caused the stock market to rise.
Now the stock market is dropping like a rock they all of a sudden dropped that one.

From your link the committee never finished their work.

If the bill was changed in committee, as it was in this case, you ought to see a revised version of the bill’s text listed with status “reported in house/senate”, although this wasn’t the case for the bill in question (and I don’t know why).
No bill ever passed the house this bill was never completed in committee and you yap about a super majority.

The fascinating think about debating with these people is they ask you to prove an assertion as if you assertion is so outrageous as to be untrue. When proven true they don't change their minds. They continue to try to defend indefensible positions. We have seen it so clearly in this thread. In the face of clear evidence one poster continues to deny it is true. It is almost pathological.
