Beck has used this term simply just to label his opponents something he wants his viewers to think is a bad thing.
Progressivism was a movement started in the mid-to-late 19th century as a means of fighting the political machine without resorting to extremities. It initially was started by NYT writters trying to expose the corruption of NYC politicians, notably Boss Tweed.
Not long after people trying to uphold social values and fight for equality began deeming themselves the term. Jane Addams, Cesar Chavez, Jakob Riis, Teddy Roosevelt, etc. Their ideas were hardly even rooted in politics. In a fair world, the issues they fought for wouldn't even be political.
In later years politicians and a few activists would label themselves as progressive but it did not differ by party. Simply they were people trying to progress society. People just used the term to describe their political views.
Beck uses the term to describe communism and other nondomestic fringe movements. Mao, Stalin, nor Hitler ever used the term progressive once.
One of my professors is writing Beck everyday challenging him to a panel debate to discuss the teapartiers and how the founding fathers would frown on them. She's even offered to pay.
