"Louisiana Gov. Bobby Jindal says the state is not waiting for federal approval to begin building sand barriers to protect the coastline from the Gulf of Mexico oil spill."
Gee, will this get the DOJ after him? After all, its the Feds job to do it and the states shouldn't interfere. (Wasn't this the argument why Arizona couldn't pass their immigration law?)
WH does not grant building permits. It is up to the Army Coprs Of Engineers.
You are right. So they are studying the impact.
Maybe the President could have gotten the Corps involved a little sooner ?
Afterall he is the President and one phone call would have gotten the Corps involved a lot sooner than now.

I watched Jindal's press conference on CNN, and I have to give him credit. He demonstrated the kind of knowledge, commitment and leadership on this disaster that has been missing from President Obama.

Meanwhile, frustrated local and state officials were also waiting for the Army Corps of Engineers to issue permits so they can build sand berms in front of islands and wetlands to act as buffers between the advancing oil and the wetlands.
In a statement, corps spokesman Ken Holder said officials understand the urgency, but possible environmental effects must be evaluated before even an emergency permit can be issued.
