Apparently the irony was lost on the Urban League of Portland and nearby black business owners in Vanport Square who actually were looking forward to a Trader Joe's going into that long vacant lot.

Why don't they just take away the race groups and take away all the politics and nonsense. Then ask the community that lives there, what they would like done with the vacant land. Not only that, what inprovements does the community want done in the neighborhood, and figure out what needs to be done to reach that goal.

I don't see why it is a bad thing, Rosa Parks Way is a nice street.
