..for you, that is.
If money was no object, and commute not a factor, where would you live, and why?
The why part is important - it provides rationale and guidance for others who are looking.

Answers like "La Jolla, CA, it's always sunny there" will be considered invalid.
"Where I live now" is a good answer, but imagine that you've won a lottery for a change...

I'll start with my preferences:
1. Sauvie Island.
(+) A splendid natural area 20 minutes (off rush hour) from downtown. Better than paradise if you are interested in outdoor sports: bicycling, running, kayaking, sailing, rowing, hiking etc. Rugged West Hills just on the other side of the bridge. Zero crime. Zero noise. Strawberries-growing farmer your next-door neighbor.
(-) If there is anything for sale, it usually has 7 figures attached to it. Since it is outside UGB, you pay for a lot of land, the house may be a mansion, or a shack. The only affordable properties are boat-houses. While there are some nice ones there, they are not for everybody.

2. Marquam Hill area.
(+) Fantastic views next to fantastic Marquam Hill park, downtown, stone's throw from Willamette River and most other places. Again, if you are a runner, hiker, cyclist, bird-lover etc., you have all that just out your front door. If you get really sick, OHSU (best hospital in Oregon) is a few block away.
(-) Pray the hillside will remain stable when the Big One comes after some heavy rain.

Washington Square Park, did you mean Washington Park?

I live near Washington Park and absolutely love it BUT there are many fine neighborhoods in Portland metro each with their unique attributes. There is no one BEST neighborhood.

I like a number of neighborhoods for different reasons. Not sure I could ever pick a best neighborhood.

I still think I live in NYC. Yes, Washington Park. There are a few streets near the entrance near the park that are amazing. I don't think there is a perfect neighborhood anywhere but was answering the question by the OP. Actually, I really like the streets in Corbett-Lair, as well. I doesn't matter because I don't plan on inheriting enough money to buy these places and I would never spend that much money on just one house.
