We are looking for a small piece of land near public transportation in the Portland metro area (not WA) that we could put a small RV or building with close connections to water, electricity & sewer or septic. Could be as small as 45' wide by 70'deep. Also interested in any place that might already have a mobile home or RV already set up on it. Could be for sale or inexpensive rent.

You can't just live in a small RV on a small lot. To live in an RV, you would need to rent a space in a mobile home park.

There are not a lot of mobile home parks because most places are not zoned for it and nobody wants to put in a new mobile home park because of draconian laws about tenants in a mobile home park that affect a landlord.

You've gotta put it in an RV park. There's a few up in North Portland, all of which are near transit.

This link is pretty useless. It hasn't been updated in several years. Google maps is a decent resource. Most parks are full. When snowbirds pull out in Sept/Oct there will be some availability. Most of the RV parks are raising their rates. Its still less than what I have found for Mobile Home park rates.

There is a house (nice one, but thats a fairly subjective term I suppose) that has a roof structure over a large, nicely maintained airstream with a wooden fence around the whole compound- its very pretty with vines and flowers over the structure, and curtains in the windows..-
we walk by all the time- it looks pretty well embedded on the property- so I do wonder if they rent out the airstream or if its just for guests etc...

Not sure how helpful this is (its more likely they rent to friends) - or if you could find something on craigslist- but like others have indicated, theres probably zoning restrictions, but one thing I have noticed, is that people get creative with their work- arounds..
