The Mayor is the top guy in charge of:
The Portland Police Bureau.
Also the City Attorney.
Also the Office of Management and Finance, which includes revenue collection and the city treasury.
Where do you think money collected from City of Portland traffic citations ends up?

Thanks Sam.
I thought you complaint was with the Traffic Court and how the traffic court was run.
I mis-understood you also have complaint against the Police (who only last fall once again came under the Mayor's control.)
Plus the City Attorney, who I don't think even has a representative ADA in traffic court, only if you choose to go to full trial would you see an ADA.

No way is Mayor Adams to blame for what you went through in Traffic Court. BTW, is the judge you were before an elected judge? Are you going to work against his/her re-election?

Answering only this question.

Nothing else inferred or implied.

Added a silly green smiley to make everyone happy.
(Because there isn't a bird smiley)

Moving from Southern California to Portland has been quite the driving transition. I never thought I'd get ticketed for going 35 in a 100 foot space between a 25 mph zone and a 40 mph zone-but this happened to me today getting onto the Ross Island bridge from downtown-the radar van just feet before the 40 mph sign! I actually experienced my first flash on 99 E-but never got a ticket in the mail? This brings me to my question: I heard a rumor that if you have out of state plates (which i do) they will not go forth with the ticket?

Congratulations!

One of the first steps to becoming a Portlander insider is getting caught in the most well known speed trap in Portland!

BTW, if you have moved here, why haven't you changed your plates to the state of your residence---It's the right thing to do!

Californians

My daughter lives in the Bay Area and in all honesty there is a wold of difference between the expectations with regards to speeding here and there. We enforce the posted limit +/- 5 mph. There they believe that if you aren't behaving recklessly (traveling with other vehicles, not weaving in and out) they give you a pass.

Different driving cultures.

It was the same way in San Diego. NO one enforced the speed limit as long as you were within 10 mph +/-.

I've gotten one warning while here. A cop noticed me not slowing for a speed change from 30 to 45 then back to 30 on McLaughlin (the first 30 sign was covered by trees) and he pulled me over and told me to watch out for stuff like that. I was glad that I got a break .

I have seen those radar vans everywhere. I just drive like a grandma or take public transit. It's not worthit for me to drive around except to the grocery store, the driving regulations are so strict and unforgiving here and the public transit is so easy.

Honestly when it comes to a speeding ticket I think it's best to just pay it and move on with your life rather than drive yourself crazy fighting it in court.
