Before I start, I've searched other threads and have not found all the answers I need, so I'd appreciate any help from the locals :-)

Coming from CA (no surprise there, eh?)...currently live east of San Diego in a smaller town that is pretty 'cowboy', hats/boots/horses/etc. Reasons for leaving are three-fold: a) all of our money is locked up in our house, b) California's politics, and c) general cost of living..... This state has become intolerable for me and the missus.

So the plan is to sell here, buy a house in the Prescott area for $300 - $400k and bank the rest of the $$ for a little interest income.The interest in the Prescott area is spurred by two of the couples who are our best friends have moved, or in the process of moving there. So we have been over to visit and like the area (at least as far as we can tell so far) I'd appreciate any help or advice on this area and which neighbor hoods to avoid and which are the best. Maybe some hidden gems we can't see from looking at the MLS? We have a Realtor that just started helping us who was the agent for one of these couples....
So far, I keep coming across Dewey/Paulsen/Chino....

Here's our situation and what we are looking for:
-In our 60's and ready to retire, although I am a Building Contractor so if there was a market for a guy like me...?
-Don't need to be close to a town, actually prefer being about 30-45 minutes out
-Would like about 5 acres
-We have horses, so existing horse facilities would be a plus
-Higher elevation for cooler summers, don't mind snow in the winter
-Safe area, ie not near where the tweekers hang out, big problem in CA
-Conservative area politically

Also, how is the long term water situation? A friend said she heard that AZ was in for serious water problems, but I can't find much on the internet about that, except the constant issue with the whole Southwest and the droughts....?

Are there any areas with elevation closer to the border? (as we will leave some family in CA and will be driving back to visit regularly)

So any input at all would be greatly appreciated....thank you all in advance!

Any of the areas you mentioned should be fine for horses. Even Prescott has a bunch of private stables in the middle of town. You'll have to drive through Prescott to get to southern California, unless you go way around via I-40. Lots of these areas you'll be on a well and septic and in the long term that water level is going to drop as lots of people are using the aquifer. Paulden is the most remote with very few amenities, so you'll be driving into Chino Valley for everything. Dewey-Humboldt is also remotish and you'll be driving into Prescott Valley for many things. Lots of horse owners in Williamson Valley northwest of Prescott and west of Chino Valley.

Yes, that's where our friends moved. Nice area, but pricey for no reason I could see......seemed a little pretentious..... but what do I know?

Lot of money in Williamson Valley. Not sure that seems to fit what you want. Chino Valley seems like it fits you most. You can find places on the outter edges of Chino that should have the land you want. Chino has enough stores to not have to go into Prescott all the time, but not just a deserted area like Paulden is. Its still close enough to Prescott to not be a really long drive.

You mentioned that you don't mind snow. Besides Chino Valley, have you thought about looking into other states? I'd suggest checking out Grand Junction, Delta, Montrose, Cortez which are all similar towns/small cities along the western slope in CO that have what you're looking for. All within $300k-$400k and have space for horses, fairly conservative areas and has western culture.

Id think cost of living would be cheaper there as well? Even Chino Valley houses are seeing a premium put on them just because they are in the Prescott area. Its nuts

COL is 7.9% lower, housing is 18.2% cheaper in GJ than Chino Valley. Just replace the current from town/city to the new desired location.

The reason is because it IS a nice area. But there are a lot homes that are valued for under $300,000 along Williamson Valley Road and its respective neighborhoods. But the problem is how many of them are currently up for sale or at any given time?

That's the whole problem when looking for a home that suits your needs. Unless you've got unlimited resources. Even then if nothings for sale in your preferred area you'll be SOL and will have to settle for someplace else. We didn't get exactly what we wanted but that's okay. We're happy where we are and we have a much nicer home in a much nicer area than we could ever dream of had we stayed in New York.

The OP described a "cowboy" town east of San Diego, which is more likely to be Julian, California.
Julian has a pretty low cost of living, considering its proximity to San Diego. Also, Julian leans conservative.
