Here is a VERY interesting CNN report from 1985 showing the state of electromagnetic weapons and their psychotronic effects at that time. Now project that forward 27 years to a world of consumer level wireless routers and cell phones and just imagine what the military has access to today.

Take a moment to ponder what could be accomplished with fully developed psychotronic weapons. You could force your enemy to go in to buildings and shoot their own people, you could have them push important political adversaries in front of fast moving trains or you could even have them suicide themselves. The possibilities are limitless but of course you'd need to test the weapon's effectiveness first.

It would probably look like "The Killing Room" movie. However not sure if I want to give the movie away or not because it is good ;P But I think I have to say it is exactly what mkultra would look like today (it is about what mkultra would look today).
