If people are staring at you while you're driving, I think you might want to consider you're driving oddly. I don't do anything more than a very quick glance at other drivers, unless they're driving so badly I wonder if they're falling asleep or texting, and then I make a point to LOOK at them as I pass. Often it's someone very elderly, or yes, texting.
Or maybe you've got great blue clouds of smoke coming out from your exhaust.
I imagine I'm gorgeous looking and get stared at all the time. It's good for the soul. I don't spend much time any more thinking about the real world. It's far too complicated to turn into a lovely story.
To put it in general terms, the either LIKE what they see, or DISLIKE what they see. Don't get too caught up in wondering why because it will drive you crazy when you are out and about all the time.
Am I the oldest person posting in this thread? I'm 55 and pre-social media, looking at someone and trying to catch their eye was flirting, or trying to meet someone. OP, the simplest explanation is that these women find you attractive and are taking a long look because either they're enjoying looking at you, or they're hoping you'll return the look with a smile. I know two people who made eye contact on the freeway, pulled off, exchanged numbers, and ended up getting married. Crazy, but it happened and it all started with a look. I wish that everyone could have the experience of making eye contact with a stranger and having your heart do a little flip-flop.
The second simplest explanation is that some people just like to look at other people. I am one of them. I'm not sure why, but I study people. I notice face shapes, skin color, eye color, build, the way people walk. I'm not judging and I'm often not even aware that I'm doing it unless my daughter tells me I am.

I agree. More often than not staring means sexual attraction. Occasionally it means confrontation/anger. Also, occasionally it's someone studying some feature about you.
For OP those women are probably attracted to him.
