Just park on the 2nd or higher level. I always do, although not because I'm worried about floods... although I was at Crabtree on Saturday about 2 hours before the rain began.

I don't think a phone tree is a good idea.

It might be nice if they put some signs on the bottom level of the parking deck, though. Just signs that say something like "lower level subject to flooding" or whatever the wordage is on those road signs.

Ha! that made me laugh out loud - I never even heard of a phone tree - thanks for your input hertfortshire, sounds reasonable to me! glad I know about all of this now....

I did actually see a few homes built at a bottom of a slanted hill - although I would never feel comfortable buying a home like that anywhere, I don't understand why some homes are built that way and why people would even risk living in one?!

Making an announcement over the intercom gets an immediate message out, but it misses a lot of square footage in the mall. A phone tree would quickly correct that.

I also think signage is a good idea. But signage doesn't help in an emergent situation where a message needs to be communicated immediately.

I'm not sure why it has to be either/or.

If they have a fire alarm system with flashing lights and that god-awful deafening sound (which is required by law in all areas, no?), perhaps tying into at least the audible part might be possible? That makes people pause and if they can't hear the following announcement, they can always ask store or mall personnel.
