When I was in college in the 80s, Western Blvd used to die into Boylan Heights. I think that the eastbound lane of Western became Dorothea Drive and Cabarrus heading west became the westbound lanes of Western. According to this, the Western Boulevard extension did not open until December of 1997:

Yes sir. Down by the prison is where Western ended before it was extended through the Dix Campus to connect with Smithfield st?/Cannon st? to become MLK Jr blvd.
