Toyota, what about Tesla? Go after the new Tesla plant:

Elon Musk's plan for a new Tesla plant could set off a gold rush

Tesla Will Reveal the Locations for Two New Factories in 2018

Annoyed Elon Musk says Tesla will reveal new plant by end of year

Let the bidding war begin!

Actually, I heard the incentives package from NC was a lot more than what AL offered, but AL already had various parts manufacturers in the state, so Toyota turned down more money to go to Huntsville. But I guess with the parts makers nearby, they were saving money in the long run and didn't necessarily need huge incentives to build their assemble plant there.

Not actually true. If you dig into the details, NC used some very creative accounting to try to make it appear the incentive package was much larger tan it actually was.
