the police put that on there after just a couple of days usually, and it basically says "your car seems abandoned. if not moved, it will be impounded in a few days".

So it is indeed odd that it has sat in the same spot for more than 2 weeks. They're usually gone in that timespan.

I am continually amazed at the number of cars on the sides of highways in NC. I've been all over this country and never seen anything like it.

While we’re on the subject of stalled/abandoned cars, why do so many of them have white t-shirts hanging in the driver side window? Is that supposed to signal something?

Relic of the days before cell phones, when a stranded driver would put that out to signal to passing police or motorist assistance services that they need some help.

It also tells other officers that the car has been 'searched' (they've looked in the windows) and there isn't anyone dead inside it or anything suspicious about it. In other words, it's just another broken down car.

It could be that the owner is arranging to pick it up but that it is taking longer than usual. Probably the highway patrol has agreed to let it remain there for a certain amount of time

I have noticed this in a number of southern states. I've noticed cars in MA and NJ are towed right away.
