For years I have gone to Quality Auto Inspection in Cary.
Two locations, East Chatham Street and Kildaire farm Road.
They do only the most minor of repairs, and therefore there is little incentive to pad the bill.
I was just at Quality Inpection in Cary last month with two cars. Without a doubt, this is the best place to get your car inspected IMHO. I live in North Raleigh yet it is still well worth my time to go out of my way to get my cars inspected there. I am in and out usually in less than 10-15 minutes and they have never hassled me about petty repairs. In and out with my sticker with zero problems and I have two old cars. Fast and friendly ... They've made a loyal customer out of me and I'll keep coming back!

We go to the inspection place at the Factory in Wake Forest. They are fast and we've never had any problems with them. You pretty much drive up they hook up the car to the computer they run diagnostics and give you a sticker.
I think there is also one on Peace St just down from Finch's Diner. And, one near the YMCA on Bailiwick Rd (there is also a car wash there, but it's self-serve), which is not too far from where you are.
