vehicle title transfer between states (car inspection, drivers license, car)

Hello,

I moved to NC from TX 15 days ago. My car was bought by my bro, and the title is in his name.
NCDOT told me that the title needs to be in my name for me to register the car in NC.
TXDOT told me that I need to be a TX resident in order for the title to be transferred to me.
I already drove the car to NC.. and my address is updated everywhere showing me as a NC resident.
I got the car inspection in NC. Haven't gotten NC drivers license yet.
I asked the same question to TXDOT and they said " we are not allowed to give you any counsel; we only answer questions related to your query"

Please help.
How do I register my car with NC?
