I'm not sure about here in NC but up in Massachusetts, it is a huge tradition to get good Chinese take out on New Year's Eve. I've been luke warm on the Chinese food restaurants I've found so far in the Cary/Raleigh area so I'd love to hear opinions on the best Chinese in the area.
I'm not sure about the traditions here in NC, as I have only lived here for 7 months. However, if you use the Search function you will find tons of threads on this board with Chinese restaurant suggestions in Cary and Raleigh.
A favorite mentioned in many of those threads is Super Wok in Cary.
I'm curious -- You mention take-out but then state you are looking for a restaurant that also has a nice bar. Many of the fabulous take-out places do not have a bar or even a sit-down eating area. Which are you more interested in?

You can get take out from a sit down restaurant too. To me, the best Chinese Food in my experience comes from high-end to semi high-end restaurant. The type of place that makes great scorpion bowls, mai-tai's, etc. I haven't found a straight "take out" place that has what I would consider outstanding food.
Up in the Northeast, you find terrific full service Chinese Food restaurants everywhere and I just haven't come across that here yet.

We're from MA too and did the ritual Chinese NYE dinners many times.
My family does not have very discriminating tastebuds so we find Neo-China on Maynard, Red Bowl on High House or Pei Wei on Walnut (all in Cary) to be perfectly fine. We can pronounce the menu items and identify what is in them.
Some folks insist on inflating the reputations of the "higher-end" Asian restaurants but we just don't get it. It's not what we grew up with "up North". Happy New Year!
