Its no secret that Wake CO is growing fast, but does the city of Raleigh have much more land it can annex or is it landlocked out only to be annexed by a neighboring town?
Much of the unincorporated land in the county is also part of municipal ETJ and will eventually be annexed by one of the cities. But, as you can see, the land will be divied up among a variety of municipalities.
For those who don't know, the land in the very north part of the county is mostly Falls Lake watershed and doesn't hold a lot of municipal opportunity. I think that Raleigh has some ETJ land between Cary and Garner and to the NE of the existing city limits. Raleigh might also have some ETJ land to its southeast but I am not sure. But, all in all, it's pretty obvious that the land available for Raleigh expansion isn't enormous.

Well, considering that the city limits of Paris France is actually smaller than Cary, the hypothetical answer is yes. But, seriously, Raleigh would have to make a significant effort and cultural expectations would have to change in order for Raleigh to reach a million. Like Miami, Raleigh's future is more likely as the core city of a highly populated and more complex county. Miami proper is less than 500,000 in a county of 2.5 million. While I doubt Raleigh will only be 1/5 of any future county population, I don't see it being much more than half of it. I've seen estimates that have the city reaching 600,000 in the next 15 years. This is about half of the estimated 1.2 million+ county residents. Time will tell.
I think two cities have the possibility of passing 100,000: Apex and Garner. Both of these cities have available land to the south that could move them toward 100,000 if they are agressive.
i think raleigh should annex cary, garner, apex, and knightdale...and those unincorporated areas in the south and southwest. and then build light rail to all parts. and then build some huge skyscrapers. and turn all the beige mcmansions in cary into highrise condos. i'm going to run for mayor, and then rule with an iron fist.

And the land to the south of Raleigh is mostly Swift Creek watershed, which flows into Lake Wheeler. . . .which is to be a secondary water source for Raleigh. . . . and probably doesn't hold a lot of municipal opportunity either.
