You can quit claim whatever interests you have in any property. It does not change who has obligations towards the mortgage.

Ditto. If your name is on the mortgage you are still financially responsible for the house even if your name isn't on the title.

I wasn't asking if a person can refi, I was asking the OP if the husband has the ability to refi into his name if there is a mortgage. A quit claim deed isn't going to do anything for the OP if she is still on a mortgage.

My son had this same circumstance. His ex wife relinquished her half of their house in the divorce, and signed a quit claim deed. My son then refinanced in his name only. As others said, the mortgage and the deed are two separate issues.
