Is there any requirement that a house have a CO before it goes up on real estate listings " For Sale "

Local rules will rule.

Here it would not be a problem, but should be disclosed as incomplete.

Builders post their inventory no matter what stage of construction they're in and most don't have COs yet. I don't see why it would be an issue.

Not really for new builds, but the bank will want a CO.

Now the nasty side of no CO is when it is a resale with open permits or no permits on work that has been done since the property originally was built.

This house was built and " For Sale " in 2008 It is being carried on the tax roles as vacant property. because there is no CO.... The house value would be about 250,000... So I guess by not getting the CO, the builder can only pay the tax on the vacant land and this is OK... It takes an attorney to come up with this kind of "gaming the system"
