Also what is your definition of "underwater"
I just went to the Fed Reserve website, the mortgage delinquency rate by county shows no Florida county in double digits so I wonder how we get 29.2% across the state?

Underwater means, in this case, that the mortgage holder owes more than the home is currently worth - not that they are facing foreclosure or are even delinquent at all.
