You could try steaming them - that would be closer than boiled, but you need the external heat of an oven to get the "baked" flavor. A combination of steaming and an air fryer might work?

Do you have a crock pot? You can make baked potatoes in that too. Or a microwave.

I just tried it; boiled it for a long time, like 20 min, until the skin cracked. Then took it out and let it sit. The skin started to dry very quickly due to the heat. When the skin was fully dry I dug into it and it was pretty soft.

I like the cositancy of boiled potatoes. They do not taste like baked though, and I know of no way to make them taste that way.

Potatoes can be baked in a microwave. They won't have crispy skin, if that is important to you.

I've never heard of them being made in a crockpot, but someone mentioned it. Crockpots or slow cookers are ridiculously inexpensive now. You can get a small one for $10.

Year ago - anyone remember the Galloping Gourmet? - he boiled skinned potatoes, drained them, put in an absorbent kitchen towel and put the lid on. After so many minutes, he opened the top, took out the towel, and fluffed them with a fork. They looked quite dry and very much like I would expect a baked potato to be.

Of course I don't remember the kind of potatoes or any of the times or if he added anything to the pot, but I bet you could do a little digging around and find some info on the technique.

NYCity Refugee ... I used to watch Graham Kerr as a teenager.

I thought his show was hilarious! I learned a few things, too!

Look what I just found online:

Are you allowed to have an outdoor fireplace, fire pit there? I've roasted foil wrapped potatoes in those.

A boiled potato will be waterlogged, unless you cook them, drain, them , mash them and then whip them into mashed potatoes usually with cream, butter and salt.

There is no hope for a boiled potato unless you take the........ next steps.

I microwave them. 1250 watt
12 oz of any size whole potatoes in glass-coffee bowl, and covered with correlle plate, 4 -5minutes and rotate at 3min.
Let rest for 1-2 minutes,. If you want dry skin, uncover. If you want a dryer spud, fork them. Cook additional 1-2 min.
Rest for 1 minute because they are very hot. You will need to experiment with your timing and how you like 'em.
Potatoes are forgiving so exactness is not critical.
Obviously you really can't do many spuds in a mv. I only cook potatoes for myself and maybe wife, single meal.
