Can mean anything: she's immature, she has issues, etc.
Why would someone react negatively to someone they are attracted to?
Then why would she go out of her way to talk to me then stop when someone else told her I had a thing for her?
If a girl goes out of her way to talk to a boy, that's not playing hard to get IMO.
She's not playing "hard to get" - she is trying to discourage you from liking her as anything more than just a friend.
