False. This assumption itself is racist. To assume a black woman is attracted to black men just because she's black is to make an assumption about her based simply on her race. You have no idea what she finds attractive and unattractive. A white male growing up in the inner city may prefer black women because that's who he's more comfortable with. Likewise, an Asian female who grew up in a predominantly white suburb may prefer white men to men of her own race. People's preferences are very much a product of their experience.
