So far I actually care more about her friend, who seems far more interested in me. What does it mean when a girl stares into your eyes for what seems like eternity, while your talking to them. I lost eye contact for 1-2 secs because I felt as though I was staring in her eye's to much. Maybe she just has good manners?

Who knows, you won't know until you make a move.

If they are both hot, go for the one you got a better chance with. Just invite em out to a party or somethin, it doesn't take much in high school.

Basicaly the S was over stressed and the 2nd "i" was a long vowel.
I'm thinking about asking her if I can assist upon her english work. Is that good way to spend time with/get to know her? If so how should I approach her with such an invitation?
If you haven't already approached her with an invitation like the above, then please don't do it. She will take this type of an invitation as an insult to the way she speaks. Ask her out to dinner, get to know her better then be gentle with asking her this type of question. English is one of the most difficult languages to learn on the face of this earth. Why? Think of all the words we have that are spelled differently yet all mean separate things? Most Americans talk at the speed of light and there are so many different dialects now. Afro Americans in particular have their own way of speaking especially the younger generation. I have to ask my friend who is Afro American what the heck these kids are saying when I do hear them. Makes me wonder who made this stuff up to begin with.

NO...don't make an offer to tutor her as a way to actually date her. You either like her for dating, accent and all or you back down. Don't insult her with an offer for tutoring if what you want is a date. Good luck!
