If you didn't want men staring and drooling over your feet, you wouldn't go out wearing sandals. Any woman wearing shoes that expose her feet just want male attention. They shouldn't complain, they should just enjoy the stares.
Distracting and unprofessional really. Large breasts, people understand, but obvious low cut shirts? C'mon. If you want respect and want to earn more than 72 cents on the dollar, emphasis your work, not your bosom.
That's also why the trend is for pregos to wear skin tight tops that show off their bulging bellies. "Hey look at me, I'm a hot, fertile woman-with-child who's about to pop one out!"

I don't have problem with you girls showing cleavage. I do have problem when I staring at it, you react negatively.

Good cleavage = a woman wearing a flattering dress or top that accentuates her curves and shows some (but not too much) cleavage.
Bad cleavage = a woman wearing a skanky top that's ill-fitting and makes her look like she's about to spill over. A lot of times this type of look is done on purpose to elicit a response from men.
Personally, I think good cleavage is tasteful but I can't stand when women wear the bad cleavage look and complain that men are staring at them or trying to talk to them. If you're going to complain about men responding like that, then you might as well wear something baggy.
There are even women who try to expose their boobs to other women. I had it happen to me twice. I think they were trying to make me insecure because I'm small chested
